E911 Surcharge

The Enhanced 911 Emergency Reporting System Fund (“E911 Fund”) was established by the Guam Legislature and is codified in 12 GCA §§ 12301 et seq. Guam law requires GTA and other Local Exchange Carriers (LECs) and Commercial Mobile Radio Service (CMRS) providers to collect a 911 surcharge from service subscribers. The 911 surcharge is set by the Public Utilities Commission, collected by GTA on monthly bills, and remitted to the Department of Administration for use by the Guam Fire Department to operate and maintain Guam’s 911 system.

What is E911?

E911 is the Enhanced Reporting System Fund, created by the Guam Legislature, to fund the just and reasonable expenses of operating and maintaining Guam's 911 system. This is a benefit shared amongst all of Guam's people. 

How much is the E911 surcharge?

As of December 2025, the 911 surcharge is $1.00 per month, per landline or wireless service. If a customer has one (1) landline and two (2) wireless services each service will be assessed a $1.00 911 surcharge monthly. Thus, the customer's account will have three (3) separate 911 surcharges for a total of $3.00 each month. The 911 surcharge is set by the Public Utilities Commission, collected by GTA on monthly bills, and remitted to the Department of Administration for use by the Guam Fire Department to operate and maintain Guam’s 911 system.

When does GTA apply the 911 surcharge?

For postpaid wireless and landline accounts, the 911 surcharge is applied at the beginning of each billing cycle. For prepaid wireless accounts, the 911 surcharge is deducted during the first week of each month. 

Are there any exemptions from the 911 surcharge?

Yes, there are limited exemptions, which include:

  1. Recipients of the lifeline rates for landline services, and
  2. Telecommunication services not capable of 911 access like internet service.
